DISCLAIMER: This is a consultancy assignment of a temporary nature, with an expected duration of up to 180 working days per calendar year subject to availability of funds. Work location: regional office of the Parliament Commissioner for Human Rights, with occasional travel within Ukraine, security situation permitting. 

Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies.

HCNM was established to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. Among the tools that the High Commissioner uses are recommendations to governments of OSCE participating States regarding the treatment of national minorities. 

The objective of the HCNM’s programmatic work in Ukraine is to support institutions in Ukraine in developing and implementing the policy and institutional framework to protect and promote national minority rights. In 2024, the office of the High Commissioner on National Minorities (HCNM) will i.a. deliver capacity development and technical assistance to relevant institutions, including the Ukrainian Parliament Commissioner for Human Rights.

Objective of Assignment: 

HCNM seeks to contract the services of six Consultant Regional Project Coordinators, who will be embedded within the regional offices of the Ukrainian Parliament Commissioner for Human Rights in Chernivtsi, Ivano-Frankivsk, L’viv, Odesa, Vinnitsa and Zakarpattia oblasts respectively, to coordinate the implementation of the project “Minority Rights Monitoring Toolkit”.

Under the supervision of the HCNM Project Officer and the Parliament Commissioner’s Representative for Equal Rights and Freedoms, Rights of National Minorities, Political and Religious Beliefs, and in close coordination with the Kyiv-based Project Coordinator, the Regional Coordinators will provide technical support to implementing all project activities in their respective regions.

Duration of Assignment:

Up to 180 working days per calendar year.

Tasks and Responsibilities:

Under the overall supervision of the Project Officer, the successful candidate will be tasked with the following duties:

  1. Support the preparation and implementation of all activities envisaged within this Project in the relevant region, including content development and trainings, and others as required;
  2. Perform liaising responsibilities with the staff of the Ukrainian Parliament Commissioner for Human Rights, HCNM as well as other stakeholders, including international experts;
  3. Monitor the activities and the use of resources; as well as the measurement of the progress against the expected results and time targets; ensure that information is collected, analyzed and fed back into the decision-making process;
  4. Assist in the final self-evaluation.

 Necessary Qualifications:

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education, supplemented by formal studies in administration and/or project management;
  • Minimum two (2) years of working experience in administration and programme/project implementation;
  •  Ability to conduct effective and efficient research and to collect, organize and analyse information and data from the full range of sources and resources;
  • Sound understanding of the political context in the relevant region is required, preferably knowledge of inter-ethnic relations and minority issues;
  • Professional fluency in Ukrainian both oral and written; working knowledge of English is considered an asset;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
